 Human Security (English Note)

Human security is a modern approach to understanding security, which goes beyond the traditional focus on protecting states, borders, and military strength. Instead, it emphasizes the safety, dignity, and well-being of individuals. The concept gained global recognition with the United Nations Development Programme’s Human Development Report of 1994, which highlighted seven key dimensions of human security: economic, food, health, environmental, personal, community, and political security. Human security argues that people are truly secure only when they are free from fear, want, and indignity. It focuses on protecting individuals from threats such as poverty, hunger, disease, violence, terrorism, human rights violations, and climate change. In essence, human security seeks to build a world where every individual can live with freedom, equality, justice, and peace.

मानव सुरक्षा (Hindi Note)

मानव सुरक्षा सुरक्षा की एक आधुनिक अवधारणा है, जो पारंपरिक दृष्टिकोण से अलग है। जहाँ पारंपरिक सुरक्षा राज्य, सीमाओं और सैन्य शक्ति की रक्षा पर केंद्रित रहती है, वहीं मानव सुरक्षा व्यक्ति की गरिमा, सुरक्षा और भलाई पर बल देती है। इस अवधारणा को वैश्विक पहचान संयुक्त राष्ट्र विकास कार्यक्रम (UNDP) की मानव विकास रिपोर्ट, 1994 से मिली, जिसमें मानव सुरक्षा के सात प्रमुख आयाम बताए गए – आर्थिक, खाद्य, स्वास्थ्य, पर्यावरणीय, व्यक्तिगत, सामुदायिक और राजनीतिक सुरक्षा। मानव सुरक्षा का मानना है कि व्यक्ति तभी वास्तव में सुरक्षित है जब वह भय, अभाव और अपमान से मुक्त हो। यह गरीबी, भूख, बीमारी, हिंसा, आतंकवाद, मानवाधिकार उल्लंघन और जलवायु परिवर्तन जैसी चुनौतियों से लोगों की रक्षा पर केंद्रित है। सार रूप में, मानव सुरक्षा एक ऐसे विश्व की कल्पना करती है जहाँ प्रत्येक व्यक्ति स्वतंत्रता, समानता, न्याय और शांति के साथ जीवन जी सके।
