In his view  the spirit of the law  held  that there  should  not  be concentration  of authority   such as  executive   legislative   and Judiciary  , at  one place . He believed   in the  theory   of the separation  of powers  and the liberty  of the individual.

  Zelensky confirms Ukraine troops in Russia's Belgorod region.
