As of early 2025, Ukraine's military has undergone significant transformations, bolstering its capabilities amidst ongoing challenges. According to Global Firepower's 2025 Military Strength Ranking, Ukraine is placed 20th out of 145 countries, with a PowerIndex score of 0.3755 (where a score of 0.0000 is considered 'perfect'). 


Personnel and Budget:


Ukraine has maintained a substantial active-duty force, supported by reserves and paramilitary units. In the 2025 state budget, over 55 billion hryvnias (approximately $1.3 billion) have been allocated for the production of weapons and military equipment, reflecting a commitment to enhancing domestic defense production. 


Domestic Production and Technological Advancements:


The Ministry of Strategic Industries reports that Ukraine now produces more than a third of the weapons utilized by its armed forces. The defense industry's output has surged from $1 billion in 2022 to a projected $30-35 billion by 2025. Key areas of focus include missile development, artificial intelligence integration, and drone swarm technologies, aiming to modernize and diversify military capabilities. 


Equipment and Armament:


Throughout the conflict, Ukraine has integrated Western equipment into its predominantly Soviet-era arsenal, incorporating long-range missiles and advanced fighter jets. This blend of domestic and international support has been pivotal in sustaining and enhancing Ukraine's military strength. 


Strategic Priorities:


In January 2025, during the 25th session of the Ramstein meeting, Ukraine outlined its military strategy based on four key priorities, underscoring a strategic approach to defense and security.
