For Putin, who is driven by a desire to restore Russian influence over its former territories and counter NATO’s eastward expansion, Latvia is not just a small Baltic nation—it is a symbolic and strategic battleground in his efforts to undermine Western influence near Russia’s borders.


One of the most significant aspects that makes Latvia important to Putin is its sizable Russian-speaking population, which makes up around 25% of the country’s total population, especially concentrated in cities like Riga and Daugavpils. The Kremlin has consistently portrayed itself as a protector of ethnic Russians abroad, and Latvia’s efforts to promote the Latvian language and integrate its Russian-speaking minority into a national identity have often been criticized by Russian media and officials. This demographic factor provides a potential pretext for Putin to apply political pressure or promote unrest through disinformation, cultural divisions, or hybrid warfare—similar to tactics used in Ukraine and Georgia.


Geographically, Latvia shares a long eastern border with Russia, making it a key location in NATO’s defensive strategy. Any threat or destabilization in Latvia would directly impact NATO’s security, as it could challenge the alliance’s Article 5 commitment to mutual defense. Latvia also borders the Russian exclave of Kaliningrad via the Suwałki Gap—an area of extreme strategic concern for NATO. For Putin, destabilizing or exerting influence in Latvia would create uncertainty within NATO, test the alliance’s unity, and give Russia a chance to reassert its dominance in the Baltic region.


Latvia is also a leader in pushing back against Russian propaganda and cyber threats, hosting NATO's Strategic Communications Centre of Excellence in Riga. This makes Latvia a significant target in Russia’s information warfare campaigns. In short, Latvia is vital to Putin’s geopolitical goals as it offers both a potential lever for Russian influence in Europe and a challenge to the Western alliance system that stands in the way of Moscow’s ambitions to restore its sphere of influence.
